41730 - Bcc Status Update April 2014

STATUS REPORT

April 15, 2014

AGENCY: NC BUILDING CODE COUNCIL
RULE CITATION: NC EXISTING BUILDING CODE

Commission Counsel has made numerous technical change requests concerning these rules. The agency has responded that they intend to comply with those requests and did intend to have them filed in time for this month’s meeting. However the agency has not completed revising its rules and making those changes in adequate time for this month’s meeting.

I will make the revisions and drop off the hard copies. Thanks. Barry.

I can change IEBC 410.9 as requested, but it doesn’t add any clarity for the user.

[B] 410.9 Historic buildings. These provisions This Section shall apply to....

There is another subtle difference between sprinkler coverage in Exceptions 3 and 4 that I failed to point out. #3 requires sprinklers throughout the building and allows a greater dead-end. #4 requires sprinklers on that floor only (partial building sprinklers), but reduces the dead-end allowance.

805.6 Dead-end corridors. Dead-end corridors in any work area shall not exceed 35 feet (10 670 mm).
Exceptions:
3. In other than Group A and H occupancies, the maximum length of an existing dead-end corridor shall be 70 feet (21 356 mm) in buildings equipped throughout with an automatic sprinkler system installed in accordance with the International Building Code.
4. In other than Group A and H occupancies, the maximum length of an existing, newly constructed, or extended dead-end corridor shall not exceed 50 feet (15 240 mm) on floors equipped with an automatic sprinkler system installed in accordance with the International Building Code.

Barry,

In the IEBC 410.9 (page 21 bound paperback) I think you need to change “these provisions” to “this section” or “this number” or whatever you want to refer to “this part 410.9 [or different or larger part].”

For the IEBC (p 40 bound paperback) you responded to my request as follows:

I do not understand exceptions 3 and 4; they both seem to apply to “existing dead-end corridors” in other than Group A and H occupancies. Both also seem to apply to buildings or floors equipped with automatic sprinkler systems. However exception 3 limits the existing corridor to 70 feet while exception 4 seems to make that same limit only 50 feet.

Exception 3 allows an existing dead-end to remain 70 feet or less. Exception 4 requires a newly constructed dead-end in an existing building to be 50 feet or less.

If that is the case then in exception 4 you do need to change “existing, newly-constructed, or extended dead-end corridor” to “newly-constructed or extended dead-end corridor in an existing building.”

If you will make these two changes, I would appreciate it and will recommend your rules for approval based on all your other responses.

Do you need anything else corrected before I send the hard copies? Thanks. Barry.
