Memo: To Mr. Travis Wiggs, Rules Review Commission Counsel, Regarding Readoption Schedule for 15A NCAC 08

The rules within 15A NCAC 08 govern certification and licensure for the state’s water pollution control system operators, a regulated community of more than 10,000 licensed professionals.

The request for consultation by RRC to propose a readoption schedule for 15A NCAC 08 is likely near. As such, at its regularly scheduled meeting on August 8, 2025, the Water Pollution Control System Operators Certification Commission (the “Commission”) discussed its readoption schedule and unanimously passed a motion to request 36 months to complete the process. There are several logistical considerations that will drive the Commission’s progress. First, the Commission intends to designate a subcommittee tasked with improving rule language while aggregating input from program staff, regional office inspectors and external stakeholders. Secondly, the revision of some rules may require fiscal analysis and subsequent approval by OSBM. Thirdly, any decision making by the Commission must fit within its quarterly meeting schedule. The itemized activities are listed in the table below. Thank you for your consideration.
