Ok, I believe I have it right now.

Just to confirm, the Water Treatment Facility Operators Certification board is asking to have 15A NCAC 18D (the attached list) to have a readoption deadline of June 1st, 2028.

If that is correct, I have no problem recommending that at the October 30 RRC meeting.

Hi All,

I see the source of confusion and can probably clear it up:

15A 08 (F and G) readoption schedule was handled through Travis Wiggs. A proposed 36-month schedule was sent to RRC on 8/28/25 and was subsequently approved by RRC. The rule making authority is the NC Water Pollution Control Systems Operator Certification Commission.

15A 18D was just submitted through Jennifer to Ascher, on or about 9/23/25. The request was for 32 months, ending June 2028. The rule making authority is the NC Water Treatment Facility Operator Certification Board.

The rules review report for15A 18C was recently approved by RRC and has been forwarded to the legislative committee. The rule making authority is the NC Commission for Public Health. We will be ready with a proposed schedule upon the consultation request by RRC.

I can attach copies of the “consultation memos” sent to RRC for 15A 08 and 15A 18D, if anyone needs a copy.

Jennifer,

I see no problem with the proposed June 1, 2028 readoption deadline, assuming I am looking at the correct ruleset.

It looks like the 18D and 18C rules belong to the Commission for Public Health, but the 08 rules belong to the Water Treatment Facility Operator Certification Board. It looks like we got those issues a little confused in our paperwork, but want to make sure I have it straight now.

Can you confirm if the proposed readoption deadline is for the 55 rules in the attached report (15A NCAC 08)?
