Subject: Readoption schedule for 09 NCAC 06C
The NC 911 Board appreciates the opportunity to consult with the RRC to establish the readoption date for its rules. The NC 911 Board met on September 26, 2025, and agreed to the proposed November 1, 2027, readoption date for the 38 rules contained in 09 NCAC 06C.
The Board’s proposed timeline to ensure readoption by that date is set forth below. Please note, the dates noted on the timeline refer to a deadline, not a specific date, given that Board based upon previous dates typical for the Board to meet, and includes additional time to provide flexibility should a meeting be cancelled or if additional time is needed within the rulemaking process.
- Review of rule language by Board Committee: Through summer 2026
- Preparation for and submission to OSBM for review: Beginning August 2026
- Presentation to 911 Board for approval to publish: December 2026.
- Publication of Notice of Text/Public Comment Period: February 2027 – April 2027
- Presentation to 911 Board for adoption of readopted rules: September 2027
- Submission to RRC: Pursuant to Rule 26 NCAC 05 .0212(c)(2), within 30 days of adoption.
The Board takes its rulemaking responsibilities seriously, and will use this readoption opportunity to ensure that its rules are up-to-date and reflect the state of technology in 911 service provision.

The NC 911 Board met last Friday, September 26 and voted to approve a readoption deadline of November 1, 2027 for its rules, which are contained within 09 NCAC 06C. Please find attached a memo with the timeline as required by the Code.
If this information must be submitted by Ms. Harris, who is the Board’s designated rulemaking coordinator, please let us know so that we may address the issue.

The attached periodic review reports have been finalized. The next step is to set a deadline for the readoption of these rules. Pursuant to G.S. 150B-21.3A and 26 NCAC 05 .0212, the RRC sets this deadline after consultation with the agency, and this email serves as the RRC’s request for that consultation. Please review 26 NCAC 05 .0212 for the information required to be submitted to the RRC, and the deadlines for doing so.
It appears that the deadline for your agency to provide this information is October 14, 2025. As a starting point, I would recommend a November 1, 2027 readoption deadline, but I am open to considering a different recommendation based on the needs of your agency.
