We agree with your proposed readoption deadline of May 1, 2029.

With regards to the requested provision of a general timeline, we would propose as estimated timeframes:

  • At the regularly scheduled December 2027 meeting, present the rules to the State Board of Examiners of Plumbing, Heating and Fire Sprinklers for a motion to proceed with the readoption of its rules
  • Publication of a Notice of Text in January of 2028
  • Public Comment Period for 60 days during January- March timeframe
  • Public Hearing at least 15 days and not later than 60 days after the publication of the Notice of Text
  • Present rules at regularly scheduled Board meeting for final adoption by Board during its April 2028 meeting or, if needed, June 2028 meeting
  • Submit rule to Rules Review Commission for consideration within 30 days of Board approval during April 2028-June 2028
  • Rules Review Commission Review anticipated staff review July 2028 through August 2028.
  • Rules Review Commission Meeting to consider rules after staff review anticipated during September 2028
  • Earliest Effective Date of Readoption January 1, 2029

The attached periodic review report has been finalized. The next step is to set a deadline for the readoption of the “Necessary” rules. Pursuant to G.S. 150B-21.3A and 26 NCAC 05 .0212, the RRC sets this deadline after consultation with the agency, and this email serves as the RRC’s request for that consultation. Please review 26 NCAC 05 .0212 for the information required to be submitted to the RRC, and the deadlines for doing so.

The deadline for your agency to provide this information is November 12, 2025. As a starting point, I would recommend a readoption deadline of May 1, 2029, but I am open to considering a different recommendation based on the needs of your agency.
